Public Policy Knowledge Network Retreat Workshop

On 28 April, 2007 the Georgian Foundation for Strategic and International Studies organized a retreat workshop in Tsinandali, Kakheti Region for the “Public Policy Knowledge Network’s” fellows and alumni as well as Human Recources Managers.

The focus of the day-long event was two working sessions: "Bad Policy: Recognition, Roots and Remedies," conducted by Professor Leslie A. Pal, Director of the School of Public Policy and Administration at Ottawa's Carleton University. Participants of the workshop had the opportunity to explore all aspects of governmental policy and programs, which fundamentally renders them as "bad" policy; common design flaws within and the main reasons which keep bad policy in place.  One of the exercises designed for the participants involved selecting some examples of  "bad" policies within the Georgian government and developing three concrete ways in which they might eventually be recognized as flawed and, subsequently, changed.
