International Seminar on "Effective Management of the EU Assistance by the Governments of the Eastern Partnership Countries”

On June 11-13, 2012 GFSIS hosted the 5th Eastern Partnership Public Administration Reform Seminar on “Effective Management of the EU Assistance by the Governments of the Eastern Partnership Countries” organized by Estonian Center of Eastern Partnership in co-operation with European Commission, Swedish International Development Co-operation Agency (SIDA) and Georgian Foundation for Strategic and International Studies (GFSIS).
 
Seminar aimed to discuss results of the survey conducted in EaP countries in March-May 2012 to enhance understanding of common and country specific aspects related to an effective management of the EU countries in the ENPI framework.

Director of the Estonian Diplomatic School, Mr. Ekke Nõmm and Director of EU studies at GFSIS, Mr. Kakha Gogolashvili welcomed the participants at the opening reception. Opening remarks at the seminar were done by President of GFSIS Dr. Alexander Rondeli, Deputy Head of the EU Delegation to Georgia Mr. Boris Iarochevitch and Chief Adviser to the State Minister of Georgia on European and Euro-Atlantic Integration Ms. Tamar Beruchshvili. The overall results of the study were presented by Mr. Alexei Sekarev, adviser of the European Center of Eastern Partnership. Mr. Ramon Reigada Granda – Head of Operations, EU Delegation to Georgia presented insight of the EU programming in Georgia and interaction between ESD and beneficiary institutions. Mr. Boris Iarochevitch has further intervened on the EUs political priorities in the Neighborhood and on changing shape of the EUs assistance. Mr. Irakli Kotetishvili, Head of the Public Service Bureau of Georgia delivered presentation on the public administration reform ongoing in the country emphasizing the role of the EU assistance in this process. Mr. Roman Kakulia, Head of Program Administration Office of the State Minister on European and Euro-Atlantic Integration brought picture of the coordination system of EU assistance in Georgia.  The experts from six Eastern Partner countries provided their ideas and insight on the status and problems related to the EU assistance management in their respective countries.  Technical aspects of EU assistance were intensively discussed at the two day seminar, such as contribution of the recipient governments to the programming, implementation and assessment process as well as preparation of EU-funded programmes and projects at country level, management of implementation of EU assistance programmes by beneficiary organization. Each panel was followed by lively discussion.
The seminar participants included government as well as civil society representatives from Georgia, Armenia, Azerbaijan, Belarus, Estonia, France, Moldova, and Ukraine.
