Public Lecture – “International Humanitarian Law and the Challenges of the 21st Century”

On November 6, 2008 the Georgian Foundation for the Strategic and International Studies hosted a public lecture - "International Humanitarian Law and the Challenges of the 21st Century”   delivered by Prof. Yves Sandoz, from the University of Geneva. Prof. Sandoz, who served in the International Committee of Red Cross for many years, addressed universal concerns about the behavior of combatants and the treatment of prisoners and noncombatants.  Prof. Sandoz argued that new technologies and the emergence of non-state actors as adversaries do not change the principles of international humanitarian law, but make its interpretation and uniform application more difficult. He illustrated his talk with examples from Haiti, Somalia, and Rwanda, where he served. But much of the discussion addressed issues in Georgia's conflict zones and the August war with Russia.
