Lecture on Iraqi Security Arrangements

On July 1, 2004 the Georgian Foundation for Strategic and International Studies hosted an International Policy Analyst at the RAND Corporation, Olga Oliker. At the Foundation, Ms.Oliker delivered a lecture “ CPA, the Coalition and Iraqi Security: Looking Back, Thinking Ahead”. The guest speaker gave her insight into the occupation arrangements in Iraq and the structure and activities of then governing power - Coalition Provisional Authority (CPA). She has worked with CPA as a senior advisor on national security before its dissolution as the result of power handover to Interim Iraqi Government (IIG). In terms of her work, she had been widely exposed to the field activities. Ms. Oliker explained the structure of the CPA and the mechanisms through which it worked and discussed the tensions and the problems of the occupation. She also pointed out the challenges that the new Iraq faces, particularly in the defense and security area.   

Ms. Oliker is a Russian/Eurasian expert at the RAND Corporation. She focuses primarily on the defense issues in the relation to the states of the former Soviet Union, including military reform, military doctrine and strategy and the civilian and military nuclear complexes. Ms. Oliker writes on post-Soviet economic reform and energy issues, as well as on U.S. foreign policy and military diplomacy. Before joining RAND, she worked as an independent consultant and held positions in the U.S. Departments of Defense and Energy.
